Curbs on Abortions for Minors Halted

ST. PAUL, Minn. —
A federal judge Friday permanently enjoined the state of Minnesota from enforcing provisions of its law requiring parental notification before an abortion is performed on a minor.
The law imposes criminal and civil liability on any person performing an abortion on a minor before notification has been delivered to both biological parents.
