A senior Mexican government official said there is no reason for “any type of concern” that his country might allow Soviet consulates near the U.S. border. He was responding to reports that Soviet Foreign Minister Eduard A. Shevardnadze had raised the idea of opening diplomatic posts in northern Mexico during an official visit to Mexico last month. The spokesman for Mexico, who requested anonymity, said: “The Soviet authorities have not asked the Mexican government to open consulates near the United States border or any other place.” U.S. officials had expressed concern that such a development would open the way to expanded Soviet espionage in California and New Mexico.
