Chad’s President Hissen Habre said that northern rebel forces under former President Goukouni Oueddei are “no longer in the service of Libya” and that discussions are being held to end the African country’s civil war. Libya has been the main backer of the rebellion in northern Chad, and it has military forces there. Habre, in an interview while passing through Cameroon, said the next phase would be the departure of Libyan troops from Chad.
