The foreign ministers of the Contadora Group nations--Colombia, Mexico, Venezuela and Panama--unveiled a document aimed at “the establishment of democracy” in Central America and an end to bitter regional fighting. Brazil, Argentina, Peru and Uruguay supported the initiative at a meeting of the Organization of American States in Guatemala City. “For a permanent peace to reign in Central America, there must be the establishment of democracy and pluralistic institutions and the respect for the basic rights of all citizens,” the draft document said. It would also restrict the right of the United States and other nations from freely acting in the region.
