South Korea said it will build a “Peace Dam” against a possible “water offensive” that Communist North Korea might launch to flood Seoul and wash out the 1988 Olympic Games. Seoul has said it fears that a hydroelectric dam the north is building on headwaters of the Han River could be accidentally or deliberately breached, flooding Seoul downstream and isolating its military forces in the area.
