Walters Takes U.N. Post

UNITED NATIONS —
U.S. Ambassador Vernon A. Walters took over Monday as president of the U.N. Security Council. He succeeded Ambassador John Thomson of Britain in the post, which rotates monthly according to the alphabetical order of the council’s 15-member delegations.
