The World : W. Germans Bar 400 Turks

West German border officials have turned back 400 Turks who tried to enter the country in a challenge to restrictions on their freedom of movement in the European Communities, police said. The Turks arrived in cars and buses, demanding to be allowed to cross into West Germany from The Netherlands without entry visas. Under a 1963 agreement, Dec. 1 had been the target date for allowing Turkish nationals to move freely throughout the 12 Western European nations. However, Turkey reportedly was informed last week that the target date would not be met. An estimated 1.4 million Turks reside in West Germany.
