President Reagan’s Sept. 15 order for mandatory drug testing of some federal officials in “sensitive” positions was put into effect formally as broad guidelines from the Office of Personnel Management were received by most federal agencies. The 10-page letter from OPM requires the agencies to follow “scientific and technical guidelines” developed by Health and Human Services Secretary Otis R. Bowen. However, the HHS guidelines are not ready, and an agency spokesman said he does not know when they will be forthcoming.
