Canada’s Conservative government defended its policy of allowing the testing of U.S. cruise missiles over the country, saying Ottawa will continue to “respect our obligations.” External Affairs Minister Joe Clark told Parliament that Canada will abide by a 1983 agreement with the United States, rejecting a demand from Liberal politicians that the tests be stopped permanently or until the United States abides by the SALT II treaty with the Soviet Union. Party delegates last week endorsed a resolution to make Canada a nuclear weapons-free zone. The Liberal Party under then-Prime Minister Pierre Elliott Trudeau approved the 1983 agreement.
