The Nation : Cities Decry Federal Rules
A National League of Cities panel passed two toughly worded resolutions complaining that the federal government has continued to place environmental and other standards on municipal governments while reducing federal funds for domestic programs. The impetus for the action, taken during the second day of a Congress of Cities in San Antonio, came from a law enacted this year mandating Medicare coverage for new state and local government workers and from proposed Environmental Protection Agency rules requiring permits for storm water discharge.
