Soviets, Vanuatu Hold Talks on Fisheries

SYDNEY, Australia — The Soviet Union and the island nation of Vanuatu began talks here Monday on a fishing agreement that could lead to Soviet shore facilities and landing rights in the heart of the South Pacific, officials said.
The talks are being held seven months after Moscow requested access to Vanuatu’s 200-mile exclusive economic fishing zone, port facilities for its fishing vessels and landing rights for aircraft.
Both the United States and Australia have expressed serious concern over growing Soviet activity in the traditionally pro-Western South Pacific.
