Dangerous wind chill factors ranging from 30 below zero over upper Michigan to 60 below at Limestone, Me., near the Canadian border, were reported as forecasters advised residents to stay indoors. Meanwhile, separate storm systems dumped a combination of snow, rain and sleet from the southern Rockies and Plains across the Midwest. Rain fell from the Tennessee and Ohio valleys to the western Carolinas and along the mid-Atlantic coastal region. More than six inches of rain struck Key West, Fla., at morning high tide, covering downtown streets with three to four feet of water.
