The FCC proposed rule changes for small firms.

The action by the Federal Communications Commission is expected to save 1,128 small telephone companies nationwide many thousands of dollars. The proposal, which comes in response to a Feb. 18 petition from the U.S. Telephone Assn., would reduce costly paper work for local phone companies with 50,000 or fewer customer lines. A final order is expected next spring.
