Vijaynand Sharma, the owner of two Los Angeles apartment buildings, was ordered to pay $1,700 in fines and penalties after pleading guilty to failing to provide water to tenants at the properties, City Atty. James K. Hahn said. In addition to the fines, Sharma, 39, who owns Best Realty in Inglewood, was placed on one year of summary probation after entering his pleas in Los Angeles Municipal Court. Sharma owned apartment buildings in Hollywood and Koreatown, where water services were shut off last October by the Department of Water and Power because of delinquent utility bills. The DWP has since suspended its shut-off policy after complaints that it unfairly penalized tenants.
