Mail carriers, just relieved of their heavy burden of Christmas cards and packages, began today to deliver nearly 100 million pieces of much less welcome mail--1986 tax forms.

The Internal Revenue Service said it is sending out 85 million forms, but a spokeswoman for the Postal Service said the figure is probably closer to 100 million. Nearly all the tax forms, many of which have been stored away at eight post offices across the country since November, should be delivered by Monday. The IRS is paying $11 million for delivery of the tax forms by third-class mail.
