The New York State Department of Environmental Conservation said the Los Angeles-based company signed a consent order to pay the money as partial settlement for environmental damage to the Genesee River caused by petroleum contaminants from a refinery owned by Atlantic Richfield. The New York agency estimated the total cost of correcting the pollution problem at $20 million and said Arco could still be held liable after the $6-million payment. Arco could not be reached for comment.
