Power cuts blacked out parts of France, and traffic jammed the streets of Paris in the second day of strikes by electricity and transit workers to protest government economic policy. Picketing at the Eurodif uranium-processing plant south of Lyon prevented the relief of safety personnel there, and police action was threatened. At least 100,000 consumers in Paris suffered cuts in power from the state-owned utility. Meanwhile, French rail workers continued a three-week-long strike, and train service remained well below normal levels.
