HELSINKI, Finland —
The Soviet Union on Wednesday signed its first bilateral accord requiring speedy notification of nuclear accidents since the Chernobyl disaster sent a cloud of radiation across Europe.
The agreement with Finland was signed by visiting Soviet Premier Nikolai I. Ryzhkov and his Finnish counterpart, Kalevi Sorsa.
