The Energy Department reversed itself and ordered the installation of new hardware designed to prevent a hydrogen explosion at the aging N Reactor at the Hanford Nuclear Reservation, which began a six-month shutdown for a safety overhaul. The measures were recommended by a special panel appointed by Energy Secretary John S. Herrington because of concern about a Chernobyl-type accident at the facility near Richland, Wash. Officials initially said the equipment to monitor hydrogen gas buildup in the reactor would not be installed.
