Interception of Haiti Aliens at Sea Upheld

WASHINGTON — A federal appeals court on Friday dismissed a challenge to a Reagan Administration program of intercepting boats carrying illegal Haitian aliens seeking to enter the United States.
A panel of the U.S. Circuit Court of Appeals for the District of Columbia said the Haitian Refugee Center and two of its members did not have legal standing to sue on behalf of Haitian aliens.
The case arose on Sept. 29, 1981, when President Reagan signed a proclamation to halt “the entry of undocumented aliens from the high seas.”
