France’s only union still on strike against the state-run electric company said it will stop causing power outages because of freezing weather. The Communist-led General Confederation of Labor said it will look to other forms of protest rather than cutting power production. Weekend temperatures in France were as low as 14 degrees. Meanwhile, on the national railroad, where the strike movement began nearly four weeks ago, management reported that service has improved to 70% of normal.
