The State Department’s program to test foreign service officers for exposure to acquired immune deficiency syndrome was challenged as “irrational, arbitrary and capricious” in a lawsuit filed in federal court in Washington. The lawsuit filed by Local 1812 of the American Federation of Government Employees, which represents foreign service officers assigned to the U.S. Information Agency, charges that the blood testing begun Jan. 5 “violates constitutional rights of privacy and due process” and “constitutes an unreasonable search and seizure in violation of the Fourth Amendment.”
