A fourth round of talks between Spain and the United States over a reduction of American troops stationed in Spain ended with no apparent progress. Neither side would give details on a new U.S. proposal, which Administration officials said was a “maximum effort.” It was presented after Spain’s request in December for about a 40% reduction in the 12,500 U.S. military personnel stationed in the country under a 1953 treaty. Maximo Cajal, the head of the Spanish negotiating team, told reporters the U.S. proposal “was a long way from the Spanish position.”
