The Philippine government threatened military action against Communist guerrillas after a 60-day cease-fire expires Sunday unless the rebels resume “substantial negotiations.” The National Democratic Front broke off peace talks last week, claiming the government had abused the truce process with the killing of 19 leftist demonstrators in Manila on Jan. 22 and in other actions. The front said it will notify the government by Sunday if it is willing to continue talking. Meanwhile, the military reported that rebels on Mindanao Island have asked for a regional truce extension.
