Sears, Roebuck & Co. raised its quarterly common stock dividend to 50 cents a share from 44 cents, payable April 1 to shareholders of record Feb. 27 . . . As expected, the Semiconductor Industry Assn. asked the Reagan Administration to impose sanctions against Japanese chip makers it says are failing to uphold a bilateral trade agreement . . . Electronic Data Systems of Dallas said it has formed a joint venture with South Korean conglomerate Lucky-Goldstar Group, to be based in Seoul and provide data processing and other high-technology services . . . Western Union Corp. said it expects to take a substantial charge against earnings in the fourth quarter, mainly because of a writedown in the value of some of its communications facilities.
