A Nuclear Regulatory Commission study that examined five different types of nuclear plants found none provide “high confidence” against early release of radiation in a severe nuclear accident. The Reactor Risk Reference Document, released for a 150-day public comment period, also showed that evacuation or sheltering of residents within five miles of a nuclear plant can significantly reduce health effects from a major radiation release.
