An investigation by Tampa city officials into the Dec. 13 melee and arrest of New York Metspitcher Dwight Gooden concluded that the incident was not racially motivated, according to City Attorney Michael A. Fogarty, who released a 163-page report.

Fogarty said that the investigation included interviews under oath with 24 police officers, interviews under oath with nine “outside” witnesses and interviews with several other persons who were not questioned under oath.
