Amnesty International said it has information that Iraq secretly tortured and executed scores of youths who were seized in retaliation for the political activities of their parents and relatives. The human rights group said in London that the victims’ families had to pay cash for their bodies, apparently to repay state expenses that included the costs of coffins and bullets.
