Uganda Rights Leader Reportedly Arrested

KAMPALA, Uganda —
The head of the Ugandan Human Rights Activists Group has been arrested and detained by police, apparently for publicly criticizing the state, a member of the rights group said.
Seera Muwanga, general secretary of the rights group, was served Tuesday with a detention order signed by President Yoweri Museveni. He was arrested by police last week, the group spokesman said.
Muwanga apparently was arrested for remarks that appeared in foreign publications.
