Nearly 15% of the debt owed by the nation’s more than 3,000 counties is owed by just seven large counties, one of them Los Angeles County, a new Census Bureau report said. Overall, the nation’s county governments owed $72.3 billion in fiscal 1985, the most recent figures available. That total was up $8.5 billion from the year before. Harris County, Texas, home of Houston, led the nation in total debt at $2.275 billion, while Los Angeles owed $1.122 billion.
