Canada has refused to accredit an Israeli diplomat who was cited for breach of duty for failing to prevent the 1982 massacre of Palestinians by Lebanese Christians at the Sabra and Chatilla refugee camps in Beirut, officials said. Gen. Amos Yaron, 47, had been nominated to serve as non-resident Israeli military attache in Ottawa. Canada’s Foreign Office did not give a reason for the decision. In Tel Aviv, Foreign Ministry spokesman Ehud Gol said, “We’re looking into the matter with the Canadian authorities.”
