A Rand Corp. study urges school districts to stop dumping new teachers into the most troubled schools and said public school hiring practices are antiquated. The report, “Effective Teacher Selection: From Recruitment to Retention,” lays some of the blame for the large number of teachers who leave the profession to placing “beginning teachers in the least attractive schools.” The study urged elimination of arbitrary salary limits that discourage the hiring of veteran teachers.
