Dr. Frederic P. Herter, 66, was elected president of the American University of Beirut by the university’s trustees, university spokesman Robert G. Berry said. Herter, a surgeon, will replace Dr. Calvin Plimpton, who was forced to move his offices to New York from Beirut two years ago because of the kidnaping threat in the Lebanese capital. Herter will continue to direct the affairs of the university from New York. “Is it a good way to run a school? No, but it’s the best we can do,” Herter said. “The miracle is that the school exists at all.” University President Malcolm Kerr was slain in Beirut in 1984.
