The Soviet Union has set off another underground nuclear explosion at a test site in Central Asia, the official Tass news agency said. The test, the third since the Soviet Union ended a unilateral 19-month moratorium, “was carried out with a view to perfecting military technology,” the report said. The two previous explosions took place on Feb. 26 and March 12. The Kremlin had warned Washington that it would resume nuclear testing after the first U.S. test in 1987, which was conducted on Feb. 2.
