Leader Also Blames Banks for Third World Debt

PORT OF SPAIN, Trinidad — Third World debtor nations are not solely responsible for the international debt crisis and part of the blame belongs to the creditor banks, Trinidad Prime Minister A. N. R. Robinson told a group of bankers last week.
