Israeli Prime Minister Yitzhak Shamir said the Kremlin understands that a planned visit to Israel by a Soviet delegation should be followed by a reciprocal trip to Moscow by Israeli officials. “It is our right to ask for reciprocity,” Shamir said in a speech in Jerusalem. “We haven’t determined the time, but the Soviet authorities understand that our relations will be based on reciprocity.” Soviet Foreign Ministry spokesman Gennady I. Gerasimov said Thursday that a Soviet delegation will visit Israel, but he denied that an Israel delegation will in turn visit Moscow.
