Landlord Fined, Told to Sell Apartments

An Anaheim man was ordered Wednesday to pay $35,986 and get out of the residential property business on his plea of guilty to violations of fire, health and safety codes at five apartment houses he owns in Los Angeles.

Los Angeles Municipal Court Commissioner Juelann Cathey ordered Phillip Lynch, 31, to pay $8,500 in fines and penalty assessments; $7,486 in investigative costs; and $20,000 to organizations assisting the homeless and tenants of slum housing. Cathey also gave Lynch 30 days to sell his apartment houses, bring a commercial structure he owns into compliance with the law and begin 100 hours of community service.
