The Nation : Charity Curbs Set for May
The Internal Revenue Service announced it has dropped a retroactive provision from proposed regulations restricting lobbying by tax-exempt charitable organizations. The final regulations will apply only from the date they are published, which the IRS said will be sometime after a May 11 public hearing. Charities were concerned that the regulations, aimed at spelling out details of a 1976 law that determined the extent to which they may lobby without losing their federal tax exemption, would have applied as far back as 1976.
