Superpowers Working Together in Third World

The article by Marks and Garrison about a U.S. and Soviet role in Third World affairs was right on for me.

If both countries eyed the problems in Third World countries with a view to solutions rather than polarization, a wonderful alternative to the confrontations currently occuring might happen. Working together to solve their toxic waste problems may, for example, not necessarily assure either country that they now have the Third World country in their pocket. Neither, however, does it create enmity, trouble, or increase the dangers of conflict.

Cooperation--not competition--in Third World affairs will, it is to be hoped, someday produce more peaceful and constructive ways of dealing with all the world’s problems.
