Tamil separatists killed three civilians Sunday as a major guerrilla group said it will restrict attacks on Sri Lankan troops during a nine-day cease-fire called by the government, officials said.

A government spokesman said guerrillas shot dead three people taking part in a cycle race at Mutur, in eastern Sri Lanka, to mark the new year for the island’s majority Sinhalese and minority Tamils.

The Liberation Tigers of Tamil Eelam, the biggest Tamil group fighting for a separate state, rejected the government’s unilateral cease-fire, which began Saturday. However, rebels “won’t attack camps unless provoked,” a spokesman said.

The government did not identify the group involved in Sunday’s killings.
