The 23 lost helicopter rockets sold by mistake to a Mexican junk dealer have been returned to Ft. Bliss in Texas by the Mexican army, after 11 weeks of diplomatic haggling, Army officials said. The Mexican army confiscated the rockets from the Juarez scrap dealer, who bought what he thought were empty ammunition boxes Jan. 22 for use as firewood. The rockets were in the boxes. A Ft. Bliss spokesman said the Army has tightened procedures for the inspection of ammunition boxes.
