A Wilmington company and two of its officers were charged with misdemeanor violations of state labor codes in connection with the death of a worker in an explosion. The charges stem from the death of a welder, Jose M. Castillo, 28, of Bell Gardens, who was killed in an explosion inside a tanker truck in April, 1986. Investigators concluded that the blast was triggered by a buildup of fumes from a hazardous liquid solvent. The city attorney’s office alleged that Certified Tank Manufacturing Inc., its general manager, Tony Carrasco Jr. 25, of Whittier, and quality control manager, Anthony Alonzo, 28, of Montebello, violated laws regulating workplace safety.
