Three former Internal Revenue Service commissioners told Congress that the Reagan Administration’s budget for the IRS is so stingy the government may lose revenues because taxpayers are unable to get answers about the new tax law. It was also suggested that the 1988 IRS budget may need to be increased in the area of taxpayer service. Former IRS Commissioner Roscoe L. Egger Jr. said a GAO estimate showed that the budget would permit the IRS to answer only 65% of taxpayers’ telephoned questions.
