The United States made only “slight progress” in persuading the other 157 members of the United Nations to vote its way during last fall’s General Assembly, a presidential report to Congress reported. Overall, other countries voted with the United States 23.7% of the time, up from 22.5% in 1985, according to the report, which is required annually by law. Israel and the nations of Western Europe provided the most support for U.S. foreign policy, the report noted, while those providing the most opposition included Libya, Vietnam, Cuba, Nicaragua, Guyana, Angola, Mozambique, Algeria, South Yemen and Syria.
