Libyan leader Moammar Kadafi has turned to China for weapons in response to Moscow’s refusal to send him additional arms, according to Reagan Administration officials. U.S. officials attributed the chill in Soviet-Libyan relations to a dispute over an oil-for-arms agreement and to the inept way Libyan forces have employed weaponry received from the Soviets. One U.S. official theorized that Kadafi is using China to put pressure on Moscow to renew arms shipments “even though he has got far more than he needs.”
