The garbage barge, shunned by a half-dozen states and three countries, sat outside New York Harbor, its destination a matter of growing political and legal debate. On Saturday, State Supreme Court Justice Yorka C. Linakis blocked the garbage from being trucked through Queens and prevented the state from issuing a permit to dump the waste in a Queens landfill. Another hearing is scheduled for today before Acting Administrative Judge Alfred Lerner in state Supreme Court in Queens. Meanwhile, the barge, which left Islip, N.Y., on March 22 with 3,100 tons of unwanted trash, drew throngs of sightseers over the weekend.
