West German Chancellor Helmut Kohl conceded that his stand on the Soviets’ nuclear missile offer had contributed to stinging losses for his Christian Democratic Union in two state elections, but he continued to maintain that a disarmament agreement should deal only with missiles in Europe with a medium range of 1,000 to 3,000 miles. After meeting with his top party officials, Kohl insisted that he is not prepared to bow under pressure. Kohl’s stance is in contrast to that of his party’s junior coalition partner, the Free Democrats, who want missiles with a range of 300 to 1,000 miles included.
