Voters in Ireland turned out in light numbers for a constitutional referendum on legislation that would forge closer ties between Ireland and the other 11 countries in the European Communities. Political observers said that 45% to 50% of 2.4 million eligible voters cast ballots after Prime Minister Charles Haughey warned that rejection could force the nation out of the European Communities. Voters were asked, in effect, whether Ireland should subscribe to the “Single European Act,” a package of laws designed to speed Europe’s economic and political integration. Ballot counting is to begin today.
