Hal Roach Studios Inc., Los Angeles, has reorganized its top management. Executive Vice President David Evans, 46, has been named president and chief operating officer. He succeeds Robin French, 50, who was named to the new post of vice chairman.

In addition, two former senior vice presidents, Jonathan Lloyd, 34, and Morton Marcus, 33, were appointed executive vice presidents.
