Panama in State of Emergency

PANAMA CITY —
The Panamanian government proclaimed a national state of emergency today after protesters clashed with police in a second day of demonstrations against the country’s military leadership.
Jose Hernandez, press secretary for President Eric A. Delvalle, read the decree on national radio and television. It suspended eight articles of the constitution, among them the articles guaranteeing freedom of expression and assembly and freedom from undue search and seizure.
